I guess that you assigned the wrong PFCG role in SU01.
SAP standard perform the biz role check in WebUI as following procedure:
Priority 1: User's parameters
In SU01 or SU3, you can set the prarmeter CRM_UI_PROFILE and value as * or the biz role id you waned.
Priority 2: Check the biz role of the user position
In PPOMA_CRM, you can navigate to the user's position. Assign the biz role to the position.
Priority 3: Check the PFCG role of the user
SAP gets the PFCG role list and selects the biz role accoring the PFCG role and biz role relationship. The relationships are maintained in the biz role defination.
